The President and CEO of YUILL Strategic Solutions, LLC is Robert ‘Bob’ Yuill who has over 52 years of experience in the federal/defense communities.  As an accomplished military officer, he had over 27 years of service followed by an additional 25 years as a federal/defense contractor. Bob has managed and led personnel from the tactical through strategic levels within the Department of Defense and performed as an analyst through Program Manager and Division Director within industry prior to establishing YUILL Strategic Solutions. Assignments have ranged from company command level to major staff support within the US Army as well as Combatant Commands and included support to Special Access Programs as a Director/Program Manager. He has extensive capture and proposal management experience both as a government employee and as a contractor with contract wins more than $15B in contract values.  While supporting the military as an Army officer he served as an Infantryman, Aviator, and Logistician.

SELECTED ACCOMPLISHMENTS

Developed business for both small and large businesses in support of Defense and IC requirements resulting in contract awards worth in excess of $15 Billion. Performed capture management functions, team building, proposal preparation, transition management, program management and follow on task order preparation for multiple IDIQ, as well as single award, contracts. 

Chairman/Source Selection Evaluation Board and project leader for the US Special Operation Commands multi-billion-dollar multi-year SOFSA maintenance/logistics contract. Responsible for selection plan design, selection board training and evaluation processes, contractor selection recommendations and debriefing processes. Assembled a diverse team of seventy-five personnel to evaluate detailed proposals of several companies in areas of management, technical and scientific skills, past performance, and cost. Prepared reports and briefings to support the selection process and award decision.

Managed seventeen contracts as a Division Director with personnel stationed worldwide supporting a variety of operations in multiple countries simultaneously. Responsible for employees’ well-being as well as financial growth across all contracts. Successfully improved profitability of the Division from annual losses (-8% to +12%) profit in less than two years and increased assigned personnel by approximately 600%

Acquisition Program for the US Special Operations Command’s NSW Rigid-hull Inflatable Boat (RIB) program managing the accelerated acquisition program changed from a seven- (7) year plan under the US Navy to USSOCOM and to be completed in less than 3 years. Responsible for contract proposal preparation and follow-on developmental/operational testing and contractor selection. Streamlined acquisition processes and employed improved management style. Received Department of Defense David Packard Awardfor Acquisition Excellence.

Re-engineered a failing operation by implemented innovative team building strategies, re-engineered warehouse/supply operations, streamlined maintenance operating procedures and restructured training programs. Received the Chief of Staff of the Army Maintenance Excellence Award in the Large TDA category.

Substantially reduced facility and equipment costs and maintenance downtime while improving capital structures by designing and implementing multi-year facility plans. Established preventative maintenance procedures and capital improvements of a 1,200-acre multi-building complex.

Established a newly formed organization’s initial multi-year budget forecast and spending plan consisting of major facility construction, capital equipment and operating expenses, then administrated annual O&M programs worth more than $45 million.

Directed special operations support for numerous no notice deployments of aviation and ground forces in their worldwide efforts in combat and natural disaster operations. Received Joint Unit and Presidential awards for accomplishments.
